(AP) ? Israeli warplanes flew over southern Lebanon Friday, two days after an airstrike near Damascus, as Syria's army chief of staff warned against testing his country's capabilities.

Gen. Ali Abdullah Ayoub made his comments Thursday during a visit to some military units in the country. The Al-Baath newspaper, the mouthpiece of President Bashar Assad's ruling party, quoted Ayoub as saying Syria will never change its stance "no matter how much the enemy carries out provocative and hostile acts."

The latest overflights came after officials said Israel launched a rare airstrike Wednesday inside Syria, targeting a convoy carrying anti-aircraft weapons bound for Hezbollah, the powerful Lebanese militant group allied with Syria and Iran.

The general's comments reflected increased tensions between Syria and Israel, which up to now has refrained from actions that could be interpreted as intervention in Syria's civil war.

Israel had no comment on Lebanon's description of its air force flights over the border region Friday. There were no reports of airstrikes. Israeli planes frequently overfly south Lebanon, and Lebanon often files complaints with the U.N. over the incursions into its airspace.

According to a U.S. official, the Israeli airstrikes Wednesday targeted trucks containing SA-17 anti-aircraft missiles. The trucks were next to the research center the Syrians identified, and the strikes hit both the trucks and the facility.

Advanced anti-aircraft missiles like the SA-17 in the hands of Hezbollah could change the strategic equation, which so far has allowed Israel to send warplanes over Lebanon practically unopposed.

The Syrian military denied that the target of the attack was a weapons convoy. It said low-flying Israeli jets crossed into the country over the Israeli-occupied Golan Heights and bombed a scientific research center.

The facility is in the area of Jamraya, northwest of Damascus, about 15 kilometers (10 miles) from the Lebanese.

The air raid raised tension in the already boiling region as a result of Syria's 22-month civil war that has left more than 60,000 people dead, according to the U.N. Many fear Syria's civil war could spill to neighboring countries.

Syria and its close ally Iran threatened retaliation, and Arab nations along with Russia condemned the raid.

In Israel, Foreign Ministry spokesman Yigal Palmor declined to comment on Israeli media reports that its embassies were instructed to be alert of threats after Syria's warnings. Syrian-allied Hezbollah has been accused of staging deadly attacks against Israelis abroad in past years.

At home, Israel positioned an additional "Iron Dome" rocket defense system in northern Israel on Thursday, security officials said, after moving another to the northern city of Haifa earlier this week. The officials spoke on condition of anonymity because they were not authorized to discuss the battery's placement with reporters.

Capt. Eytan Buchman, an Israeli military spokesman, said the military's home front command has not raised its alert level.

Ayoub, the Syrian military commander, said the "battle with the Zionist enemy continues and did not stop." He said rebel gunmen fighting against his troops are "tools of the Zionist entity." Israel and Syria have been bitter enemies for six decades.

The uprising against Assad began in March 2011 with pro-reform protests and developed into a civil war. The Syrian government says there is no uprising in Syria but a conspiracy against the country because of its support of anti-Israeli groups.

"We know our capabilities and readiness to use all these capabilities at the suitable time," Ayoub said. "Those who think they can test our armed forces are mistaken."

In Lebanon, the security official said the Israeli fighter planes were seen heading from southern Lebanon toward the eastern Bekaa Valley that borders Syria. He spoke on condition of anonymity in line with regulations.

Butros Wanna, a resident in the southern Lebanese town of Marjayoun, near the border with Israel, said Israeli flights have been intense for the past four days.

"There is something not normal going on. Warplanes are always in the air," said Wanna.

Ephraim Padwa, Senior Charedi Rabbi, Caught In U.K. Child Sex Abuse Cover Up (VIDEO)

Ephraim Padwa, a senior Haredi rabbi in the United Kingdom, was recently caught on camera telling a presumed victim of alleged child sex abuse not to go to the police.

According to the Independent, Padwa was secretly filmed telling the victim that it was "mesira" (or forbidden) to "report a suspected Jewish sex offender to a non-Jewish authority."

The victim, who cannot be seen in the footage and is apparently filming the interaction, can be heard telling Padwa that he was sexually abused when he was younger. "Would I need to speak to the police about it?" he asks the rabbi.

In response, Padwa, who is described by The Huffington Post's U.K. edition as a leader of the extremist ultra-Orthodox Haredi Jewish sect in the U.K., is seen saying -- emphatically and repeatedly -- that while child sex abuse is a serious issue, the victim must not involve the police in the matter.

?You shouldn't do anything that can lead to the police," Padwa, the head of the Union of Orthodox Hebrew Congregations (UOHC), said.

The covert video of the rabbi was used in a Channel 4 "Dispatches" investigative documentary series. The most recent episode, which aired on Jan. 30, focused on the issue of child sex abuse within the Haredi community.

Jackie Long, the social affairs editor for Channel 4 who has been involved in the production of the documentary series, wrote the following in a HuffPost blog post:

The veil of secrecy around the crime of child abuse [in the Haredi community] was almost overwhelming. The fear people felt in talking -- even to us, off camera and anonymously -- was palpable. They were terrified of the rabbis and others within the community finding out. They said the repercussions would be enormous?

There are around 40,000 Charedim in Britain, around a sixth of the Jewish population. They live by a strict interpretation of their faith, as decided by their rabbis. It's the rabbis they go to for advice and help on even the most challenging of problems.

Our investigation found that when people who say they've been sexually abused as children go to some rabbis, they are being explicitly forbidden from taking their case to the police.

Long added that the Channel 4 investigation revealed evidence that Haredim who report allegations of child sex abuse are often shunned by the community.

According to the Times of Israel, Britain's Haredi leadership has since "hit back" at the accusations that the community hushes cases of child sex abuse, arguing that the documentary "has done nothing to assist, and may have damaged, the chances of bringing abusers to justice."

?Our community does not need Channel 4 to remind us of our duty and responsibility to protect our children. They are our future, and we do all we can to protect them from these unspeakable crimes," a spokesman for the UOHC told the Times. ?For a number of years, we have worked with the local authorities and, where appropriate, the police, and we have robust procedures in place within all our schools. Let us now hope that Channel 4?s attempt to defame us does not discourage victims from coming forward to seek the help and guidance of our Child Protection Services."

For his part, Rabbi Padwa reportedly told Channel 4 in a statement that the "Jewish community considers the safety and protection of our children as paramount" and that there were "robust structures to deal with child abuse." He added that the community would ?continue to work with police and social services... to build trust and to create a system which does address and resolve allegations of abuse within our community."

Yaakov Wise, of the University of Manchester's Centre for Jewish Studies, told the Times that the Channel 4 documentary did not provide a balanced picture of the issue. Described as an expert on the British Haredi community, Wise said the show lacked "nuance" and criticized it for "not sufficiently explor[ing] reasons the community is reluctant to report cases to the police, or the evolution of its attitudes about abuse and secular law enforcement."

British PM Cameron makes unannounced visit to Libya

LONDON (Reuters) - British Prime Minister David Cameron arrived in the Libyan capital Tripoli on Thursday in an unannounced visit to the north African country, his office in London said.

Cameron is scheduled to meet his Libyan counterpart Ali Zeidan, and then expected to hold a joint news conference, which is expected to touch upon the threat of Islamist militancy across the region.

"The prime minister landed in Tripoli earlier on Thursday, and will discuss bilateral relations with Libyan officials," a spokeswoman for his Downing Street office said.

Cameron met Ashour Shuail, the Libyan interior minister, and visited a police training academy on Thursday morning.

The British premier visited Libya in 2011 along with then French President Nicolas Sarkozy after rebels ousted former Libyan leader Muammar Gaddafi with French, British and U.S. backing.

Libya's nascent institutions have since struggled to rein in armed groups, and the country's second city of Benghazi has in particular experienced a wave of violence in recent months.

Oil producer Libya is keen to attract foreign funds and expertise after years of chronic under-investment under Gaddafi, and officials were last week irked when Britain issued a warning urging its citizens to leave Benghazi due to an unspecified "specific, imminent" threat.

Second-generation CT scanner substantially reduces radiation exposure

Jan. 31, 2013 ? Researchers using a newly approved advanced computed tomography (CT) system were able to significantly reduce radiation exposure in patients undergoing coronary CT angiography (CCTA), according to a new study published online in the journal Radiology.

"Radiation exposure during diagnostic imaging is a substantial public concern," said Marcus Y. Chen, M.D., lead author of the study from the advanced cardiovascular imaging laboratory at the National Institutes of Health in Bethesda, Md. "Minimizing radiation exposure while maintaining diagnostic-quality scans is clearly feasible with this new second-generation 320-detector row CT scanner."

CCTA is a valuable noninvasive imaging exam with high diagnostic accuracy. The exam is particularly effective and safe for the exclusion of significant coronary artery disease in patients arriving at the emergency department with acute chest pain. However, the clinical benefit of CCTA has been tempered by concerns of potential future cancer risk from the radiation exposure. Technologic advances have evolved to allow radiologists to not only reduce radiation exposure to the patient but also to improve image acquisition.

This study represents the initial coronary angiography results obtained with a prototype 320-detector row CT system recently approved by the U.S. Food and Drug Administration. The new system holds several technical advantages over its first-generation counterpart, including a gantry rotation time of 275 milliseconds, wide volume coverage, iterative reconstruction, automated exposure control, and a larger x-ray power generator.

For the study, Dr. Chen and colleagues performed contrast-enhanced CCTA with a second-generation 320-slice CT system on 107 adult patients (mean age, 55.4) and compared radiation exposure and image quality to those of CCTA exams previously performed on 100 patients using a first-generation 320-slice scanner.

Effective radiation dose was estimated by multiplying the dose-length product -- a calculation of the radiation dose for a series of scans or entire examination -- by an effective dose conversion factor and reported with size-specific dose estimates (SSDEs). Image quality was evaluated by two independent readers.

The median radiation dose was 0.93 millisieverts (mSv) with the second-generation unit and 2.67 mSv with the first-generation unit. The median SSDE was 6.0 milligray (mGy) with the second-generation unit and 13.2 mGy with the first-generation unit. Overall, the radiation dose was less than 0.5 mSv for 23 of the 107 CT angiography examinations (21.5 percent), less than 1 mSv for 58 (54.2 percent), and less than 4 mSv for 103 (96.3 percent). All studies were of diagnostic quality, with most having excellent image quality.

"The second-generation CT scanner provided excellent image quality over a wide range of body sizes and heart rates at low radiation doses," Dr. Chen said. "The low dose achieved during CT angiography could be used to minimize overall radiation dose to the patient or to enable additional types of imaging within reasonable radiation doses."

A soccer-ball sized lump of whale vomit, better known as ambergris, could bring its British finder some ?50,000 ($68,000). His dog found the smelly sphere while they were walking on the beach.

Ken Wilman told British broadcasters that he had been walking along Morecambe beach in northern England when his dog, Madge, discovered a hard, soccer ball-sized piece of smelly rock.

"She wouldn't leave it alone. I picked it up and it smelt horrible so I knocked it with my walking stick and a small lump came off," he told Sky News television in comments broadcast Thursday. "I put both pieces back on the beach but something in the back of my mind told me it might be something unusual."

One Google search later and Wilman realized that Madge had found ambergris, a waxy byproduct of spermwhale?digestion that has traditionally been used in perfumes, spices, and medicines ? and can fetch large sums of money. He said he immediately drove back to the beach to find the ambergris. He said he has been offered ?50,000 ($68,000) for the musky material.

Callum Roberts, a professor of marine conservation at the University of York, said the find appeared legitimate.

"It's a waxy, yellow-gray piece of flotsam. I'm sure that 95 percent of people would walk past it without further thought," he said in a telephone interview. He praised Wilman's quick thinking, invoking the scientific dictum that "fortune favors the prepared mind."

Wilman, 50, had a slightly different take on his find, telling BBC television that people should trust their dogs.

"If your dog pays an interest in something, you pay an interest in something," he said. "Because you never know. There's gold out there on that beach ? floating gold."
