"Civil rights is incremental, civil rights is long range, and you take one achievement at a time," said Steven Goldstein, head of the state's largest gay rights group, Garden State Equality.

KABUL, Afghanistan ? The drawdown of NATO forces in Afghanistan will make it increasingly more difficult to find out if prisoners transferred to Afghan authorities are being tortured, officials with the international military coalition said Wednesday.
NATO forces regularly hand Afghans that they have captured over to Afghan authorities after they have decided that the detainees are no longer an immediate threat. But the coalition stopped such transfers to 16 Afghan detention facilities in September after U.N. investigators found evidence of torture at those prisons.
Since then, NATO has started an intensive program of inspections and trainings at the flagged prisons, and has recommenced prisoner transfers to 12 of the facilities that it says have instituted reforms. Afghan authorities at first rejected any accusations of abuse but have since worked with NATO on the reform programs, said German Brig. Gen. Carsten Jacobson, a NATO spokesman.
However, Jacobson noted that while NATO is required to stop transfers if there is any reasonable suspicion of mistreatment of prisoners, there is no systematic program of monitoring of prisoners by the international military. Instead, NATO relies on reports from soldiers in the field and independent groups such as the United Nations.
"We are not responsible to inspect all the prisons. We are responsible for the detainees. When we have reasonable doubt with an installation where detainees are transferred to, then we have to stop the transfer to that installation," Jacobson said. There are about 100 Afghan detention facilities across the country, he said.
"What we will lose is the soldiers who are in the area permanently and give us the reasonable doubt, so the reliance on the United Nations becomes bigger in those areas," Jacobson said.
Maj. Carl Dick, who is working on the re-certification of the 16 prisons where abuse was found, said there will simply be less military reporting as areas transition from NATO to Afghan government control. NATO forces have already started drawing down in Afghanistan, and the aim is to have the Afghan government in control of security countrywide by the end of 2014.
"We do not have troops standing around waiting to drive around to every prison facility," Dick said. "We are here in a hard insurgency fight, and we are losing 30,000 troops by the end of November."

The proposed 2013 federal budget shifts funding away from missions to Mars and emphasizes manned spaceflight and astronomy.
The proposed 2013 federal budget unveiled by President Barack Obama today (Feb. 13) keeps NASA funding relatively flat next year, but bites deep into the agency's robotic Mars mission coffers while shifting new funds to human exploration and space technology.
Skip to next paragraphAccording to the?White House's 2013 budget request, NASA would receive about $17.7 billion for next year ? $59 million less than the space agency received for 2012.
However, NASA's planetary science efforts would suffer a 20 percent cut next year, with the president allocating just $1.2 billion for unmanned missions to Mars and other solar system bodies. Meanwhile, funding for human exploration and commercial spaceflight would rise nearly 6 percent, to $3.93 billion, and space technology would get a 22 percent bump, to $699 million.
Experts say the reduction in planetary science funding will probably compel NASA to drop out of the European Space Agency-led?ExoMars missions, which aim to launch an orbiter and a drill-toting rover to the Red Planet in 2016 and 2018, respectively. NASA was due to provide rockets for both missions, as well as various instrumentation.
These two missions are viewed as key steps along the path toward a Mars sample-return mission, which many researchers regard as the best way to search for signs of life on the Red Planet.
"Underpinning this is not committing to a long-term Mars program ending in a multibillion-dollar sample-return mission," said space policy expert John Logsdon, professor emeritus at George Washington University in Washington, D.C. The White House's proposed allocation for NASA in fiscal 2013 represents less than 0.5 percent of the overall federal budget request, which is $3.8 trillion.
Other NASA programs fare better than planetary science in the request for fiscal year 2013, which runs from Oct. 1, 2012, through Sept. 30, 2013. The space agency's Earth sciences program, for example, would receive $1.78 billion, slightly more than the president allocated in his fiscal 2012 budget request.
The White House also prioritizes space technology, as evidenced by the 22 percent increase requested in the 2013 budget proposal.
"The Administration's commitment to enhance NASA's role in aerospace technology development aims to create the innovations necessary to keep the aerospace industry ? one of the largest net export industries in the United States ? on the cutting edge for years to come," the White House wrote in a summary outlining the budget request.
Obama's proposal also allocates about $2.9 billion for NASA's next-generation manned transportation system, which consists of a heavy-lift rocket called the?Space Launch System?(SLS) and a capsule called the Orion Multi-Purpose Crew Vehicle.
The SLS and Orion, which are designed to carry astronauts to destinations in deep space such as asteroids or Mars, received $3 billion in fiscal 2012. NASA hopes the combo is operational by 2021.
Commercial space transportation gets a vote of confidence in the 2013 budget request. The commercial insurance broker is not, however, relieved of his responsibility to suggest new covers, or new forms of old ones, and to point out needs which appear not to have been met.
The Business Insurance Broker, looking at the company from the outside, may see things that the risk manager has missed, and the broker?s connections with the insurance market, which are likely to be more extensive and more frequent than those of the risk manager, may suggest innovations or lines of enquiry which may result in a better insurance programme for the client.
A large company will probably have overseas operations, and will wish to co-ordinate the insurance arrangements of all its branches and subsidiaries as far as possible.
This means that the broker must be able to provide service, either through his own insurance brokerage or through a network of correspondent brokers, wherever his client may be operating.
The emphasis with larger clients is likely to be on catastrophe risks ? perhaps the threat of fire or explosion to a vast industrial complex, the risks of a major construction contract, or the possibility of a huge award being made in a products liability case. In cases such as this, the broker may have to go to markets beyond the British one in order to find sufficient capacity.

Many large clients these days are interested in forming an insurance subsidiary ? a so-called ?captive? insurance company ? usually in an offshore tax haven. It was Portland's second straight loss at the Rose Garden and only the team's third loss at home this season.
The Blazers were coming off an emotional 111-107 overtime loss at home to Oklahoma City on Monday. Portland led 103-101 with 6 seconds left when Aldridge was called for goaltending on Kevin Durant. That tied the game, which went to overtime, and the deflated Blazers were outshot by the Thunder.
The next day, the NBA posted a statement on its website that officials in the game had made an incorrect call.
Portland guard Raymond Felton returned to the starting lineup after missing the game against Oklahoma City because of a left foot strain.
Crawford's 3-pointer pulled the Blazers to 39-38 in the second quarter, but the Rockets pulled away, going up 58-44 on Kyle Lowry's 3-pointer. Luis Scola was 5 for 5 from the floor to start the game, but spent a lot of the second quarter watching while the Rockets' reserves built a lead by as many as 14 points.
Houston led 60-46 at the break before Scola hit a 3-pointer that put the Rockets up 71-56 midway through the third.
Late in the quarter, Lowry headed for the locker room holding his right shoulder.
Portland pulled within 77-75 when Crawford hit a 3 early in the fourth, and Aldridge tied it with a dunk that made it 77-all with 9:57 left.
But the Rockets quelled the rally and extended their lead to 90-82 after Budinger's jumper and Goran Dragic's layup.
Courtney Lee's 3-pointer with 4:13 left made it 93-86 and Portland could not make up ground.
The win was Houston's third straight against the Blazers.
Gerald Wallace added 20 points and nine rebounds for Portland while Aldridge, who scored 39 against the Thunder, was held to 13 points by the Rockets.

Big jolt to California economy with new tax on cigarettes
ScienceDaily (Feb. 6, 2012) ? A new UCSF analysis has found that a state ballot initiative to increase the cigarette tax would create about 12,000 jobs and nearly $2 billion in new economic activity in California.
The study found that the new tax would have a significant effect on the state's overall economy because Californians would smoke less and spend their money in other ways.
The initiative, the California Cancer Research Act (CCRA), is on the statewide June 5 ballot. If the measure is approved, state cigarette taxes would rise by $1 a pack, generating an estimated $855 million a year for anti-smoking education programs, medical research, and tobacco law enforcement.
"The primary impact to the California economy, besides the effect on health care, is that people will smoke less and send less money out of state,'' said study author Stanton A. Glantz, PhD, a professor of medicine at UCSF and director of the Center for Tobacco Control Research and Education based at UCSF.
Currently, approximately 80 percent of money spent on tobacco products is exported to out-of-state tobacco manufacturers and farmers. No tobacco is grown in California and no cigarettes are manufactured here.
Under the legislation, 60 percent of funds generated by the new tax would go to cancer research and to address other tobacco-related diseases, 20 percent toward tobacco cessation and prevention programs, and 15 percent toward facilities and equipment for health services and research. The remainder would go to law enforcement to reduce cigarette smuggling and tobacco tax evasion, and to administer the tax.
The state's independent Legislative Analysts' Office has calculated that the new tax could save more than 100,000 people from smoking-related deaths.
On September 15, 2011, the UC Board of Regents endorsed the initiative. UC campuses are allowed to use their resources to objectively evaluate a ballot measure's impact and to provide educational materials and information.
Glantz' report of the analysis, which estimates both the direct and indirect effects of the initiative on employment and economic activity in California, uses standard estimates of jobs created and economic multipliers categorized by economic sector from the U.S. Department of Commerce.
If the new tax is approved, the study reports, it would cause some loss of retail jobs due to fewer retail sales -- a loss that would be more than offset by a projected 12,000 new jobs in the California economy as a whole as well as in medical research, construction and other activities directly funded by the CCRA.
Altogether, the CCRA would generate a projected $1.9 billion in total economic activity.
A previous UCSF study co-authored by Glantz and James Lightwood, PhD, associate adjunct professor in the UCSF School of Pharmacy, estimated the ballot measure could save California up to $32 billion in health care costs over the next five years. Without the tax, the study concluded, the state's tobacco control program would become less effective over time because inflation is eroding the five cents per pack currently allocated to tobacco control activities.

After six years in custody, Abu Qatada could be freed within days for three months under stringent conditions, a judge at the Special Immigration Appeals Commission in London said.
Abu Qatada, 51, has been fighting to be released after the European Court of Human Rights ruled last month he should not be deported to face terror charges in Jordan because of concerns that evidence obtained by torture would be used against him.
The British government wants to keep him in a high-security prison while continuing a legal fight to have him deported, arguing that he poses a serious threat to the country's security.
But Ed Fitzgerald, the lawyer representing Abu Qatada, told immigration Judge John Mitting that the cleric had been held for too long without charges in Britain.
"However the risk of absconding, however the risk of further offending, there comes a point when it's just too long," Fitzgerald said.
Mitting said Monday that Britain's Home Office has three months to show progress in negotiating with Jordan to seek assurances that evidence gained through torture would not be used against him in any retrial on his return.
But he added that he believed chances are slim that Britain can deport Abu Qatada in light of the European court's decision.
The judge said that if by the end of three months there is no progress in the talks, "it's very likely that I would consider that a continued deprivation of liberty is no longer justified."
Abu Qatada ? whose real name is Omar Mahmoud Mohammed Othman ? is an extremist Muslim preacher from Jordan who has been described in both Spanish and British courts as a leading al-Qaida figure in Europe. He is reported to have had close ties to the late Osama bin Laden.
He has never faced criminal charges in Britain, but authorities in Britain have accused him of advising militants and raising money for terrorist attacks.
Mitting ruled that in the next three months, Abu Qatada will be bailed on strict conditions. Those conditions have not been formalized, but Britain's Home Office said it would press for the most stringent terms possible. It is likely that he would have to abide by a curfew and wear an electronic anklet.
In a statement, the Home Office added that it disagreed with Mitting's decision, and that it will continue to consider legal options against the European court's ruling. Britain has a three-month window to make a final appeal to the Strasbourg-based court.
A Palestinian-Jordanian citizen, Abu Qatada arrived in Britain in 1993 and was detained in 2002 under anti-terrorism laws that at the time allowed suspected terrorists to be held in jail without charge.
Although Abu Qatada was released in 2005 when the unpopular law was overturned, he was kept under surveillance and arrested again within months and held pending his deportation to face terrorism charges in Jordan.
He was convicted in absentia in Jordan of terrorist offenses related to two alleged bomb plots in 1999 and 2000, and would face a retrial there if deported from Britain. The European rights court said in its ruling that the cleric will likely be denied a fair trial in Jordan.
